Adding ReaperLangPack Support for ReaPack

Implementation Details

1. Added buildlangpack.cpp

   • Most code sourced from the file of the same name in SWS
   • Used to create the buildlangpack binary
   • Compilation command:

     cmake --build build --target buildlangpack

   • Usage command (also provided in comments):

     buildlangpack --template src/*.cpp src/*.rc > ReaPack_template.ReaperLangPack

     Result file(ZIP): ReaPack_ReaperLangPack_template.zip

2. Added Localization Support

   • Added __LOCALIZE macro to cpp files requiring localization
