Effective when reversible is false.
This allows choosing polarity after PCB is manufactured.
Fabrication and courtyard are the same for both sides. While silkscreen only have difference for positive sign location.
Also adds correct offset for reverse side silkscreen, courtyard and fab layer when using 3 through holes.
