Lower the POST /v1/put minimum blob size from 33,554,427 (32 MiB − 5) to 131,067 (128 KiB − 5). The maximum is unchanged at 134,217,723 (128 MiB − 5). The −5 reserves Fibre's 5-byte blob header.

New range: 131,067 through 134,217,723 bytes (128 KiB − 5 through 128 MiB − 5).

Docs and spec only; the client library code has no size check, so no code changes. Updated the OpenAPI minLength, both READMEs, docs/put-api.md, docs/contract.md, and docs/client-guide.md (quick start, Terms, Blob sizes, Limits, Python example, and a stale TOC link text).

Padding note added to the Blob sizes section: Fibre encodes and charges every blob as at least 256 KiB (4096 rows × 64-byte minimum row), so blobs below 256 KiB − 5 bytes pay for padding.

Review level: [high] — changes the public /v1/put contract (OpenAPI minLength).

Linear: PROTOCO-3564
