feat(scan): add reliable bulk scanning primitives

• add validated per-call retry overrides across every Scanner operation

• bump the package and SDK version to 0.13.1 with release notes and a patch changeset

Live AIRS bulk-scan testing exposed ambiguous async retry outcomes and multi-row result fan-out that callers need to handle safely.
