Adds a new entry reserving label 17 for the metadata structure defined in the proposed CIP "On-Chain Surveys and Polls".

Closing as per #1107 (comment) since the CIP-0010 update should be made in the CIP pull request which introduces the need for that metadata label (in cases that there is such a CIP). |
