Setting window margins on a clipped rectangle

What happened? What did you expect to happen?

Surface::set_window_margins is used by decorations to set the window margins, so that the surface has an idea of where the drag edges are. This works except when the window is clipped to a size smaller than it actually is (via clip_area). In that case, the clipped side will lose the ability to drag from the corresponding edge. The decorations are still there, but the dragging no longer works.

I would expect to be able to drag from that side, even with a clipped rectangle.

Reproduction steps

1. Call set_window_margins on a clipped surface
2. Try and drag from the clipped side
3. Note that no drag handle appears and you cannot drag from that side
