A common requirement is to process all toplevel windows but we have no simple way to do that

Ideally specifying some ordering (Z-order? MRU order?) and selection (layer=application? state != hidden?) options.
Currently we have WindowManagerTools::for_each_application() and ApplicationInfo::windows() and WindowManagerTools::for_each_window_in_workspace() neither of which approaches is convenient for shell developers
