Description:
This PR extracts the SplitVCFbySample task from the Helper.wdl workflow to simplify and modularize the WDL script. The task was originally part of the larger phasing workflow located here.
Changes:
Task Extraction: The SplitVCFbySample task, which handles splitting a VCF file by sample and region, has been extracted into a standalone task for easier reuse and improved clarity.
