This PR is intended to standardize the local environment. Changes are made due to new file organization, etc.

updated .dockerignore,
replaced Makefile by Taskfile.yml for local,
added secops and devops Taskfile in environment directory,
updated .env.example,
updated docker-compose.yml for local,
added new directories .docker and local,
adjusted Dockerfile,
updated readme.md,
updated vite.config.js

important changes will be included here in the PR description.

It should close #418
