Until now, the ability to download summaries of hours or overtime was embedded in the permission related to managing vacation/overtime requests as an administrative approver. In this pr, these permissions are broken down into separate ones.
Also I update package responsible for generating holidays - now Christmas Eve is automatically added as a holiday
