- update local environment and prepare dev deployment

This PR includes changing the local development environment and adding a deployment dev.

• improvement of the local development environment,
• added files for dev development implementation,
• Makefile has been replaced with a Taskfile,
• created a common application image for the local and dev versions,
• customized secrets on infisical for this project,
• the project is public so I think it should be in the harbor internal-public project repository,
• added dev tag for internal-public project policy in Harbor,
• created and added people to LMT team on Portainer (added labels for application and database containers),
• updated local files to work with updated Local Blumilk Traefik environment
