feat: changes to listing DTOs for snapshots

You should be able to create/edit/read listings as a partner
you should be able to read/apply to listings as a public user

Author Checklist:

• Added tests covering the changes
• Made corresponding changes to the documentation
• Ran yarn generate:client and/or created a migration when required
