Fix test suite on Elixir 1.18 (upgrading test/dev reps)

Description

In this PR, I upgrade the various dependencies (used for test/dev only if I'm correct). I was able to successfully pass the test suite locally on Elixir 1.18 & OTP 28 after that.

Motivation and Context

Being able to run the test suite locally.

At this point no immediate release needed, but I will use sshkit more and will create an issue if this becomes needed!
