Support watermark status propagation

Summary

• add Java/JNI APIs to notify native watermark status
• add StatefulWatermarkStatus and expose status elements through StatefulElement
• convert native WatermarkStatus outputs back to Java stateful elements
• update Velox reference to bigo-sg/velox watermark status PR head: 9b5bac2274d6e5d3fc24e51eab602db7d7a13e7e

Validation

• mvn -q -DskipTests -Dgpg.skip=true -Dmaven.compiler.useIncrementalCompilation=false compile
• git diff --check
