Docker Image Template initial release.

Build and release a container image via a Dockerfile. Validate it with Goss Serverspec tests, Dive efficiency scans and Snyk vulnerability scans.

CI and Release automation via GitHub workflows.

Creating a new templated repo requires some secret setup, preferred approach is setting up a GitHub Org with global credentials.
