This is to update scrutinizer configuration, to use default-noble as build image.

Draft, because scrutinizer doesn't work yet with new image:

Config Error: The value "default-noble" is not allowed for path "{root}.build.nodes.analysis.image".
Permissible values: "default-trusty", "default-bionic", "default-jammy"
