When a Remote Orca Server is the default runtime, the AI Provider Accounts pane lists only the server-owned accounts (stablyai#7999). Nothing said the desktop-managed accounts still exist or how to get back to them, so the scoped view read as account loss. Reuse the integration-card ProviderHostScopeControl in the Claude and Codex sections under remote scope: state that desktop accounts are unchanged and link the Remote Servers default-runtime control. Fixes stablyai#8186
