Removed the header here as it breaks the topiclist
. If we have a page with multiple headers that needs a topiclist, we'll need to investigate the issue.

I assume this means user federation, separately from IRSA.
If we get questions, we can expand the description here, otherwise its fine.

Restructure left nav for hybrid nodes docs, consolidate the overview docs page, and misc formatting changes.
