[SlurmTopo] Remove queue update check as it doesnt support idempotency

Description of changes

• Remove queue update check as it doesnt support idempotency with --force-configuration which was added [SlurmTopo] Solve the update failures by defining when to update topology.conf #3009

• we dont actually check for capacity block update with are_queues_updated, just an update of scheduling section which is a generalized check.

• We can rely only on p6egb200_block_sizes which is passed to Cookbook as part of dna.json through CLI in [CLI][GB200] Add ultraserver instance(p6e-gb200) capacity block support aws-parallelcluster#6928. Here this attribute helps in identifying if slurm topology.conf should be created or not.
