This PR adds the ability to run PR analyzer on forked PRs. The @ claude commenter will still need to be a MEMBER or OWNER.

🎯 Testing
The PR analyzer was successfully invoked from a fork (that pointed to this branch, due to the @ claudev commenting) as seen here: #11 (comment)
Also tested non-forked PR to ensure it's not breaking that functionality: #12 (comment)
