verify-action-build clean: composite action; the two sbt/sbt release downloads have checksum verification in a sibling step; nested actions are hash-pinned and already approved; MIT-licensed. Only soft note is a GITHUB_PATH write, which is normal for a setup action. All CI green — approving.
