Thanks @erickguan! Metadata-only — no new action hash; this just labels the already-pinned f0d7faff with tag: v1.3.0 + expires_at and gives the prior version an expiry. verify-action-build has nothing to verify. LGTM.

New rubygems/release-gem action version and tag v1.3.0 deprecation. Upstream v1.3.0 got registration rubygems/release-gem#36.
