Description
This PR adds the missing Chinese documentation for
manage-api-consumers.mdandcache-api-response.mdunderdocs/zh/latest/tutorials/.The goal is to fix the parsing error on the Chinese site where the
manage-api-consumerslink was broken due to the absence of corresponding localized files. （This PR contains the same changes as #12727.）This PR supplements these files in the latest version, ensuring consistency between the English and Chinese documentation.
Motivation and Context
Previously, some tutorial pages such as
manage-api-consumersdid not have a Chinese version, which caused broken links on the Chinese documentation site.Adding these missing files resolves that issue and aligns the documentation structure between both languages.
