Airflow 2.11 has reached end of life, so dependabot no longer needs to raise dependency-update PRs against v2-11-test. Drop the three update blocks targeting that branch (github-actions, pip, npm) and their "2.11 branch as well" section. The v3-3-test and main update blocks are unchanged.
