Couldn't get your install_git_crypt.sh script to work so I switched to this.

Reordered so we don't have to keep installing the install script every time we change the Go code.

Would you be open to something like this? It's not the cleanest code but I wanted to check if you'd even be open to the idea.
The purpose of this is to provide a mechanism to only trigger when a specific PR has certain labels.
