FEAT: switch the repo to STK 13.0.0

Switch the repo to use STK 13.0.0 instead of 12.10 before.

This required the following changes:

• Updated STK / PySTK Compatibility Table
• Updated docker container names
• Reformatted compatibility table
• Update version numbers used in the docs
• Updated example for renamed API
• Updated migration assistant mappings
• Updated tests
• Updated core api
• Updated core api doc
• Regenerated doc snippets and applied code style
• Updated container sizes
• Updated base graph images
