Adds support for rows_by_key to DataFrame objects.

Reference implementation in py-polars: https://github.com/pola-rs/polars/blob/4289c0f1e641a0798ba4757b310a9a8e52b207ac/py-polars/polars/dataframe/frame.py#L11253:L11379

Thanks for another PR @jeromepl! Changed key to a positional argument in a follow-up commit to be consistent with other methods.
