The container workflow referenced a nonexistent Trivy action tag. Pin the intended v0.28.0 release to its verified upstream commit, preserving the security failure threshold and permissions.
Validation: 127 browser tests, lint, production build and actionlint passed. Container build and scan still require their normal GitHub Actions run.
