Also fixed a couple of bugs in the parsing of SEIs in general, as well as various compiler warnings.
Note that h264_sei.c was generated from the .in file via the perl script, hence the large number of whitespace changes in
read_debug_sei_scalability_info.Build flag HAVE_SEI is currently still required to enable this functionality.
