This bumps the live PM state to dispatch v308, but the PM Dispatch Archive still starts at v307, even though the file states that all dispatches from v129 onward are archived. That leaves the v308 assessment/actions/founder escalation out of the searchable audit trail; please add a ### 2026-06-19 PM dispatch v308 archive block when updating the header to v308.
