forges_contribution_templates_listand_getfinally make template discovery a normal read instead of a pile of platform-specific API loops. Provenance stays honest too: GitHub distinguishes repository and owner scope, while GitLab leaves a hidden inherited source unknown instead of guessing. Closes #68.
