.githubをpublic organization profile / community health / workflow starter templatesだけの境界へ整理します。required/reusable workflow、CI policy、Ruleset policy brokerはgithub-actionsPR #44へ移行済みです。古いworkflow複製、実装inventory、壊れたprofileリンクを削除し、community文書を日本語へ統一します。検証

repository visibilityをpublicへ変更し、community health/profileのread-backを行います。
