Refine missed-penalty timeline parsing

Summary

• parse missed penalties from match incident rows and render them only in the match timeline as ❌ ... (pen)
• add fixture-backed regression coverage for the Barkowskij missed penalty in match_2022961
• tighten timeline ordering assertions so the new event type stays correctly ordered with substitutions and goals

Notes

• internal/site/testdata/manifest.json changes only because this repo tracks saved parser fixtures in the manifest; adding a new fixture requires updating that index and its integrity stamp
