Fix mauve.jar URL to use /raw/ instead of /blob/

Did test on https://hyc-runtimes-jenkins.swg-devops.com/job/systemtest.getDependency/ with https://hyc-runtimes-jenkins.swg-devops.com/job/systemtest.getDependency/190/
mauve.jar got correct file updated.

Couldnt test on https://openj9-jenkins.osuosl.org/job/systemtest.getDependency/68/ due to lack of permissions. The current artifact there (mauve.jar) is only 180.15 KiB and appears to be corrupted or incomplete.

It doesn't work for https://openj9-jenkins.osuosl.org/job/systemtest.getDependency, now the file is zero bytes.

I can duplicate this via running:
curl -O https://github.com/adoptium/aqa-triage-data/raw/main/AQAvit/mauve.jar

This URL works https://raw.githubusercontent.com/adoptium/aqa-triage-data/main/AQAvit/mauve.jar, I'll open a new PR.

I see adoptium/aqa-tests#6798 is opened to fix it, which should also work.
