Add a new type of tank called "Old Tank". The speedup, rotate would be delayed for 0.5 seconds, and takes 0.3 seconds to fully done. The fire operation would be delayed for 0.6 seconds, while the cool down is reset after the fire operation is actually is done (which means the actual cool down is 1.6 seconds).
