Halcyon Shrine doesn't show up if at all on stage 1 when it's supposed to 95% of the time.

The halcyon shrine has a 95% chance of spawning on stage 1 in the base game.

For some reason, this mod makes it so it just. Doesn't.

And that's pretty annoying because it locks out a guaranteed entry into the PotC and 3 free items.

I checked the config to see what's going on, but there's nothing explicitly saying "Hey let's just make the halcyon shrine not spawn"
