VivaPayments API Python wrapper
This commit brings major changes to the previous Python implementation
of the VivaPayments wrapper with a more structured approach. The new module
has more features implemented and can be used as an external library. The
module structure makes it easier to implement new features and test the
already implemented functionality. Every function is documented with Google
Style documentation for Python. The package can be currently distributed
with the package generated from the setuptools utility. If the pull request
gets accepted, the module could be registered to PyPI for the consumer's
convenience. Also, an official documentation will be created as soon as
possible.
