TODO.mdholds per-issue progress checklists for #165 and #306, both finished — every one of its items is checked, and it contains no open work.It is also self-defeating: the file's own first entry is "Issue #165: Root-level historical write-ups clutter the repo root", whose resolution was to move historical write-ups into
docs/history/. This file is the last root-level process artifact left behind by that cleanup.Removing it rather than relocating it —
docs/history/holds finished documents worth keeping, and a per-issue completion checklist for two closed issues is already captured in the issues and their merge commits.
