Fixes ValveSoftware/Source-1-Games#7003.
For some reason, both ConVars
sv_vote_issue_extendlevel_allowedandsv_vote_issue_nextlevel_alloweduse the same description. This PR fixes specificallysv_vote_issue_extendlevel_allowedConVar description, because it extends current map, not changes it.
