Fixes a typo where the dispenser case was calling the teleporter_build_rate_multiplier; now it calls "dispenser_build_rate_multiplier" instead.

This should cause no conflicts, since
teleporter_build_rate_multiplierhas gone unused in any official capacity to this point.This would need to be accompanied by new translation strings and an attribute definition [Here]
