Add AVAXSTRATEGIES static fee hook to Avalanche allowlist

Description: The hook collects a static 10% fee (1000 basis points) on the output amount of every swap in enabled pools. This fee is:

1. Collected on output tokens - The hook takes 10% of whatever token the user receives from their swap
2. Auto-converted to AVAX - If the fee is collected in a non-AVAX token, it's automatically swapped to AVAX within the same pool
3. Sent to Strategy Manager - All collected AVAX is forwarded to a strategy manager contract that executes yield-generating strategies
