biodev is moved to vat completely, and in previous commit we were building by referring the ports on vat so resolved that bug on vat. On vat we have done docker compose setup for nginx and pypi server with both passing through nginx proxy and serving on below links : https://vat.ece.ucsb.edu/binaries/ https://vat.ece.ucsb.edu/devpi/ https://vat.ece.ucsb.edu/ Signed-off-by: charvi-077 <[email protected]>

This pull request updates the codebase to get binaries and dependencies from vat server instead of biodev server.
