Make ANCP output ultra-surgical

Changed

• Make default agent-facing failure output auto-ultra: one-line, no ANCP banner, no result.check, no raw log path, no token stats.
• Add ancp raw for raw/native log access and ancp off -- <command> for bypassing ANCP.
• Add JavaScript node --check fallback plus node shim/proxy entrypoint.
• Tighten C# detection so runtime-only dotnet is not reported as SDK-ready.
• Update compact layer docs, CLI contract, toolchain docs, tests, and bug corpus.
