[#13498] Remove "archive courses" back-end tests

Outline of Solution

• Removed/replaced any back-end tests that explicitly test on the archive feature.
• Removed archive data from json files that are loaded into back-end tests.
• Removed the BACKDOOR API that queries archived courses.
