This commit switches the solr-ddev-site to pure TYPO3 Site-Set mode. Set all EXT:solr* versions as 13.1.99 to prevent conflicts on `ddev solr:enable <addon-or-demo>` command and cross-ext version constraints like: ``` apache-solr-for-typo3/solrfal 13.0 requires apache-solr-for-typo3/solr ^13.0.2 <14 ``` Updates import data to avoid running upgrade wizards.
