This PR implements logic to build a Dispersed bundle and upload it to S3. Dispersed is a new network/ protocol that will let us host our DAPPS decentralised.
There still some work to be done before it's fully automated. When we get a new build we need to update the checksum on https://app.dispersed.network/#/projects, need to work with how we can automate that.
