Provides a declarative API to replace reading/writing config files; makes scripting against tabular nicer. Doesn't break the existing command line interface, or scripts that do it the old config file way
I built off the (not yet merged) html work that PT did, so the diff is unnecessarily messy and we may want to rebase my code onto main and ignore the HTML stuff for this PR...
