Added shell lib where all the logic will be moved to
Allows emed coloring, custom title on top of the notifier sender name, and allows bolding lines to symbolize changes
To avoid spamming initial startup message if the application crashes between actual ini changes.
Use .cache/ instead of /cache since cache is more representative of a tmp file

This tracks an ini endpoint, caches it, and sends a webhook embed message to the configured target.
