The project ZGW is reusing the script serial_decode_zpc.py. Adding the SPDX headers to have a clear status on the license and copyright of the script across projects.
The Z/IP Gateway is reusing the script to parse SAPI logs. The script was adjusted to be compatible with the ZGW logs. Adding a reference to the ZGW copy on the original script. Related-to: SiliconLabs/zipgateway#30

I'm not sure if one can say that Silicon Labs has an agreement with Silicon Labs. Checking the box since this is a contribution as part of my activities within Silicon Labs. |

The script to decode the SAPI logs is being reused by the ZGW project. This PR adds legal information to the script, as well as a reference to the location in the ZGW project.
