remove scikit-learn from release installation

Please include a summary of the change and which is fixed.

• remove scikit-learn from sources
• migrated to custom binarization - no slowdown, even speedup 2~3%
• add scikit-learn in experiment (ML train requirements)
• partially fixes Bump scikit-learn from 1.3.2 to 1.5.0 #568
